Turkish Psychological Counseling and Guidance Association Evaluation and Accreditation Unit of Psychological Counseling and Guidance Education Programs

Establishment Information

The Commission for the Evaluation and Accreditation of Psychological Counseling and Guidance Education Programs was established in December 2019.
The first meeting of the Commission for the Evaluation and Accreditation of Psychological Counseling and Guidance Education Programs took place on June 16, 2020. The objective of the meeting was to assess the establishment of an organization related to accrediting Psychological Counseling and Guidance Education Programs in Turkey. During the meeting, there was a discussion on whether the accreditation body responsible for accrediting Psychological Counseling and Guidance Education Programs should operate under the auspices of the Turkish Counseling Association.

The attendees included members of the Central Board of Directors of the Turkish Psychological Counseling Association, members of the Accreditation Commission, faculty members who were not part of the Accreditation Commission but held positions such as deans or vice-presidents, representatives from the commission members who prepared the draft standards for school counseling internship courses, representatives from the commission members who prepared the draft standards for practicum courses, representatives from the participants of the preparatory workshop for the department heads meeting in Ankara, representatives of the members of the Ethics Commission, representatives of the Ethics Committee, and representatives of the Scientific Committee.

In summary, participants expressed that the efforts towards accrediting Psychological Counseling and Guidance Education Programs under the umbrella of the Turkish Counselor Education Association were fruitful. They concluded that it would be advantageous to further expand the studies on this subject.

A visit was made to the Higher Education Quality Council (YÖKAK) by the Turkish Counseling and Psychological Counseling Association on June 30, 2020.
The Commission for Evaluation and Accreditation of Psychological Counseling and Guidance Education Programs, Self-Assessment Report Preparation Commission completed the preparation of a draft self-assessment report on September 15, 2020.
Webinar Trainings were held by the Commission for Evaluation and Accreditation of Psychological Counseling and Guidance Education Programs and the Self-Assessment Report Preparation Commission on 12-14-17.10.2020.
On March 26, 2021, an extraordinary non-electoral general assembly meeting of the Turkish Psychological Counseling and Guidance Association was conducted. During this meeting, an additional article pertaining to the Evaluation and Accreditation Unit for Psychological Counseling and Guidance Education Programs was incorporated into the bylaws. Furthermore, the full and substitute members of the Accreditation Supreme Board were elected during this general assembly.
On May 21, 2021, the 16th online meeting of the Heads of Departments took place. During the session, Prof. Dr. Ragıp Özyürek delivered an informative speech regarding the commencement of accreditation studies in Psychological Counseling and Guidance Education. The heads of the departments expressed a positive opinion, indicating consensus to proceed with studies in this direction.
On May 31, 2021, the Ministry of Interior, Ankara Provincial Directorate of Associations, granted approval for the amendment of the statute.
On June 11, 2021, the inaugural meeting took place between the Evaluation and Accreditation Unit for Psychological Counseling and Guidance Education Programs, the Founding Accreditation Supreme Board, and the Commission members. During the meeting, several commissions were established to address standards and applied courses.
On September 19, 2021, another extraordinary non-electoral general assembly meeting of the Turkish Psychological Counseling and Guidance Association was convened. During this meeting, new articles were incorporated into the bylaws specifically addressing the Evaluation and Accreditation Unit for Psychological Counseling and Guidance Education Programs.
On October 8, 2021, the Ministry of Interior’s Ankara Provincial Directorate of Associations granted approval for the amendment of the statute.
A decision was made to upload the National Standards for School Counseling to the web page of the Turkish Psychological Counseling Association on February 1, 2022 in the Accreditation Supreme Board. The board also initiated the process of gathering feedback from counselor educators and all stakeholders throughout Turkey.
A decision was reached to upload the National Standards for Psychological Counseling and Guidance Education to the web page of the Turkish Psychological Counseling and Guidance Association on February 15, 2022. Simultaneously, the process of gathering feedback from counselor educators and all stakeholders across Turkey was initiated.
Between May 6-7, 2022, training sessions for program evaluators were conducted by members of the Training and Information Committee of the Association for the Evaluation and Accreditation of Agricultural Faculties Education Programs (ZİDEK).
Symposium on Psychological Counselor Training, Supervision and Accreditation was held online on May 13-14, 2022.
On 14.05.2022, registration application was made to YÖKAK.
On 12.10.2022, a re-registration application was made to YÖKAK.
With the Board decision dated 21.12.2022 and numbered 2022.13.05, it was officially registered by YÖKAK for a period of 2 years, valid until 21.12.2024.
On 28.03.2023, the first YÖKAK monitoring meeting was held.

Explanations Regarding the Process and Payments for Programs Applying for Accreditation

Undergraduate programs applying for accreditation evaluation by PDR-EPDAB for the first time in the 2023-2024 evaluation period must apply to PDR-EPDAB by January 26, 2024 (or by May 31, 2024, for second period applications).

Programs that do not submit their accreditation applications by January 31, 2024, for the first application period, or by May 31, 2024, for the second application period, will not be considered for evaluation in the 2023-2024 period.

Psychological Counseling Education Programs Eligible to Apply for Accreditation

Psychological counseling education programs at higher education institutions recognized by YÖK in Turkey and the Turkish Republic of Northern Cyprus can apply for accreditation evaluation.

Only undergraduate programs related to psychological counseling education can apply for accreditation to PDR-EPDAB.

A psychological counseling education program applying for the first time must have graduated students before the application date.

Applications must be made separately for each program if there are primary and secondary education programs, as well as Turkish and English programs, within the same department/division.

Accreditation Fees and Payment Schedule

The accreditation fees for the 2023-2024 period have been updated according to the decision taken at the PDR-EPDAB AÜK meeting dated 25.10.2023 and numbered 2023/04.

The accreditation fees for each program to be evaluated are provided in the table below.

(1) Evaluation of programs to be assessed for the first time or those with existing accreditation that are typically evaluated every five years.

(2) Evaluation of programs that were previously given short-term accreditation based on the general evaluation.

(3) Evaluation of programs that were previously given one-year accreditation based on the interim or general evaluation.

For the 2023-2024 period, the accreditation fees to be paid by institutions for the General Evaluation of their programs are as follows:

15% after the initial application is reviewed and accepted, and the necessary documents are prepared, to be paid within May 2024,
35% after the self-evaluation reports are reviewed, to be paid within October 2024,
The remaining 50% will be collected after the evaluation visit.

Strategic Plan Preparation Commission (30.11.2023-31.12.2024)

Duties

Ensure the effective monitoring and evaluation of PDR-EPDAB’s established policies, action plans, and practices.
Define the Strategic Plan Preparation processes in compliance with international accreditation standards, and prepare and update related reports and forms.
Prepare the plan that includes PDR-EPDAB’s medium and long-term objectives, fundamental principles and policies, targets and priorities, performance indicators, methods to achieve these, and resource allocation.

ZİDEK Program Evaluator Training Workshop

Dear Psychological Counselor Educators, Psychological Counselors, and Students,

We are pleased to announce that the efforts of the Turkish PDR Association PDR-EPDAB to become a national accreditation body have reached their final stage. In this final phase, program evaluator training will be provided to faculty members, psychological counselors, and students in the Counseling and Guidance departments.

The workshop for this training, organized by the Agricultural Faculties Educational Programs Evaluation and Accreditation Association (ZİDEK) and members of the Education and Information Committee, will take place on May 6-7, 2022. The workshop program is available on this website. We would like to extend our gratitude to the ZİDEK Board of Directors for their contribution to the accreditation of psychological counselor education.

Psychological counselor educators, students, and psychological counselors who wish to become volunteer program evaluators and participate in this training are requested to fill out the “ZİDEK Evaluator Training Workshop Participant List Form – PDR-EPDAB” available on the website and send it to this email address by Thursday, May 5, 2022.

A participation certificate will be issued by ZİDEK after the training, and the sessions will be recorded.

A Zoom link for the invitation to the ZİDEK Workshop will be sent to the email addresses of those who provide the necessary information in the participation form.

International Relations Commission Trainings

Before starting the training of Evaluation Teams and applying for accreditation as an accreditation body, PDR-EPDAB has initiated training for psychological counselor educators. One of these trainings is provided by the members of the International Relations Commission and includes experiences related to the accreditation processes in the USA. We believe that these trainings will be beneficial both for the training of evaluation teams and for the structuring of the accreditation body.
